Green waste used as alternative daily cover (ADC)

We have had communications from customers who point out that green waste from our service area is being deposited at the Keller Canyon Landfill.  A portion of CCCSWA green waste is deposited at landfills as "alternative daily cover" (ADC). ADC is cover material that by law is placed on the surface of the active face of a landfill at the end of each operating day to control vectors, odors, blowing litter, and scavenging.  The California Integrated Waste Management Board (CIWMB) has approved the following waste materials for use as ADC:

The use of ADC is not recorded as disposal. Public Resources Code (PRC) section 41781.3

establishes that green waste used as ADC qualifies as diversion.

The CCCSWA currently permits use of collected residential green waste for use as ADC at Keller Canyon Landfill. The amount of green waste permitted for use as ADC cannot exceed 40% by weight of total collection from the CCCSWA service area - the rest is composted. Although the CCCSWA would like to see 100% of generated green waste go to composting, there is insufficient regional capacity to process this material into compost at this time.
